6. Discuss and take action to approve the appointment of Christopher J. Kulmacz of The Swan Funeral Home as Subregistrar of Vital Statistics for the Town of Madison pursuant to CGS Sec. 7-65 (b). 

7. Discuss and take action to approve changing the Regular of Meeting of the Board of Selectman on July 24, 2017 to July 17, 2017 at 7:00 p.m. in Town Campus Room A. 

8. Discuss and take action to approve the following Resolution: 

The Town of Madison Board of Selectmen hereby moves to amend, alter and/or modify the Town of Madison Defined Benefit Pension Plan; the Town of Madison Deferred Compensation Plan and section 401(a) Plan, specifically and solely in accordance with Article X – Pension; of the 2017-2020 Collective Bargaining Agreement between the Madison Board of Education and the cafeteria employees collective bargaining unit, such that:

All employees who meet the requirements of the Madison Retirement Commission are eligible for a pension as provided by the Town of Madison; and

Employees hired on or after July 1, 2017 and current employees not Defined Benefit Pension Plan eligible shall not be eligible for participation in the Defined Benefit Pension as provided by the Town of Madison.  Said employees shall only be eligible for participation in the Town of Madison Deferred Compensation Plan and 401(a) Plan consistent with its terms; and

The Employees shall be required to contribute at least three percent (3%) of base salary but may contribute up to the maximum amount allowed by law.  The Town shall match Employee’s contribution up to a maximum of four percent (4%) of base salary. The Town’s contribution shall not vest until the Employee has been continuously employed five (5) years.

9. Discuss and take action to approve the First Selectman signing a Memorandum of Understanding between the Town of Madison and the Town of Clinton regarding the regional sharing of Ridge Road Radio Tower Facility. 

10. Discuss and take action on State of Connecticut Department of Transportation’s proposal to cancel the Shoreline Greenway Trail’s existing project number and initiate a new project.

11. Discuss and take action to approve the acceptance of up to $15,000 from the Workforce Alliance in a State grant to reimburse the Town to pay the wages of the participants in the Summer Youth Employment Program, to be facilitated by Madison Youth and Family Services.  The program will run from July through September and place 5-7 Madison teens who qualify for the program in part time summer jobs within our community.  Program may be more limited if funded at lower amount, and would likely be cancelled if the grant is totally eliminated.

12. Discuss and take action to approve a Special Appropriation request from the Madison Hose Co. No. 1 in the amount of $12,426.48 for the purchase of a new rescue boat engine.  

13. Discuss and take action to approve a donation in the amount of $3,000 from Neighbor to Neighbor to Madison Youth and Family Services for supplementary funding for summer camp.  

14. Discuss and take action to approve a donation in the amount of $5,000 from Neighbor to Neighbor to Madison Youth and Family Services for emergency funding for individuals and families.  

15. Discuss and take action to approve the resignation of Barbara Yaeger from the Inland Wetlands Commission.

16. The following line transfers are designated as routine and appropriate for approval as a single action by the Board of Selectmen, if so desired.  A board member may request removal of any line transfer item from the consent agenda for review and discussion.

Motion:  To approve Line Transfers totaling $18,000.00.
