Abuse, Neglect, Fraud, Concerns & Protective Services
Cases of Abuse, Neglect, Fraud, or concerns are referred to either the Police Department or to The Elderly Protective Services, Department of Social Services
Aging Issues - Memory & Care

Information is available regarding local Adult Day Care Centers, Assisted Living, Nursing Home Facilities & Senior Housing, Chore/Homemaker & Friendly visitor services, Companion/Home Health Aid & Live-in services, Respite Care & Long Term Care Information, as well as information regarding conservators, living wills, handicap parking permits, and notary services available by appointment.

Congregate Meals, Meals on Wheels, Food Pantry

Congregate Meals Hot lunch is served daily from Monday through Friday in the Café. The menu is printed monthly in the newsletter. There is a suggested donation of $2.00 per meal, please call Joan in the café by noon the previous business day to reserve your place.

Meals on Wheels This service is available to Madison Seniors with a doctor's permission Hot meals are delivered Monday through Friday around noontime. 4-5 days notice is required.

Food Pantry The food pantry is operated by the Madison Community Services and is available in Madison for those who need the assistance and is located at the First Congregational Church. The food pantry is open on Wednesdays form 11:00 A.M. - 3:00 P.M. Donations to the food pantry are always welcome - please contact Community Services at (203)245-3031.

Department of Social Services Programs for the Elderly

Food Stamps The food stamp program assists those who are eligible with food costs. Participants are given a set amount of money and an EBT debit card to use at local grocery stores. Applications are available at the Senior Center.

Medicaid/Title 19 assists those who are eligible with medical expenses, durable medical equipment, medication expenses and the cost for nursing homes.

CT Homecare Program assists those who are eligible, who are at risk of nursing home placement, with critical needs such as bathing, dressing, eating meals, and taking medications in orer for them to remain at home.

Medicare Savings Program assists those who are eligible with paying for their Part B premiums which are deducted from monthly social security checks.

Financial Assistance

Rent Rebate Program provides a cash benefit to help offset rental costs for those who qualify. The program application period is May 15 - September 15. The benefit amount is based upon a comparision of income versus household expenses. Proof of income, rent, and utility expenses for the entire previous year are required at time of application.

Elderly & Disabled Tax Relief Program is available for Madison residents. Information is available on the Tax Collector's website.

Tax Deferral Program Information The qualifying tax payer will no longer have to pay property taxes biannually. This program places a lien on the taxpayer's home which will be deducted off the price of the home upon it's sale. Program specifics are on the Tax Collector's website.

Healthcare Related Programs

ConnPACE is an outstanding service that helps eligible senior citizens and people with disabilities afford the cost of their prescription medications. If you are a Connecticut resident, aged 65 or older, or age 18 and disabled you may qualify for ConnPACE.

Medicare / Social Security / SSI Are you turning 65 and not sure what you need to know? Have you received a bill and you think this should be covered by Medicare? Are you a veteran and not sure what services are available for you? Counseling is available.

Health Insurance, Managed Care, Supplement/Medigap Policies Insurance counseling is available the first Monday of every month with our Mediare expert Carlos Maynard adn Municpal Agent Heather Castrilli. Please call for an appointment.

Medicare D Prescription Drug Coverage to help lower costs of monthly prescriptions. Please call for an appointment for assistance with selecting a plan.

Housing

General Information Contact information available for Concord meadows as well as the local housing authorities.

Eviction Counseling Assistance with undersanding the eviction process as well as referrals to legal assistance are available.

Home Share Program Single adults who are having difficulty maintaining their homes and/or don't want to live alone may share a home with another single adult who needs affordable housing. Candidates are screened by the local home share organization.

Legal Assistance Programs

Legal Assistance at The Senior Center Attorneys Thomas Cronan, Michael Sweeney & Bradford Sullivan offer counseling services on a one-on-one basis. Appointments are first come, first serve and each client is give a 15 minute appointment for free legal advice. These appointments are held on the third Thursday of every month. Elder Law and Legal Assistance for Medicare Patients The Center for Medicare Advocacy, Inc is a national non-profit, non-partisan organization that provides education, advocacy and legal assistance to help elders and people with disabilities obtain Medicare and necessary healthcare. The center is staffed by attorneys, nurses, legal assistants, and information management specialists. Each year the center represents thousands of individuals in appeals of Medicare denials. Consumer Law Project for Elders offers free legal help for people 60 and over who have consumer problems. This is not a state progra but is offered through a private non-profit legal aid organization. If you need assistance with: questions about your rights as a consumer, deciding to file for bankruptcy, identity theft, disputes about purchases, and problems with loans or contracts. New Haven Legal Assistance Association provides high-quality legal services to individuals, families and groups in the greater New Haven area, who are unable to obtain legal services because of limited income, age, disability, discrimination and other barriers. They are an office of lawyers, paralegals, and support staff whose services are free of charge for those who are eligible. Please call (203)946-4811.

Energy Costs

State Fuel Assistance Program is for participants heating with oil, other consumable fuel or electric heating. One family member must be aged 60 or over, or disabled. Proof of income, rent and utility expenses must be presented at time of application.

Furance Replacement Program is an incentive program for Connecticut households to replace their existing residential furances or boilers with more energy efficient models. A qualified applicant can receive up to a $500 rebate for the purchase and installation of replacement natural gas, propane or oil furances and boilers between July 1, 2007 and July 1, 2017.

CL&P offers a number of programs. The Home Energy Solutions – Income-Eligible (HES-IE), formerly the WRAP program, supported by the Connecticut Energy Efficiency Fund, provides valuable weatherization measures to help renters or homeowners reduce their energy bills by making their homes more energy efficient.  CL&P's new Matching Payment Program provides year-round electric service and possible forgiveness of back balances to low-income electric heating customers who have past-due balances. The CL&P NUSTART program is designed to help low- and fixed-income CL&P customers maintain year-round electric service.

Connecticut Energy Assistance ProgramThe State helps families pay for their heating and energy bills using Federal LIHEAP funding. Eligible applicants include those who receive cash from the State, food stamps or state administered general assistance, or whose annual household income is at or below 150% the federal poverty guideline.

Income Taxes/AARP Tax Assistance Free confidential tax counseling for the elderly. This service will be provided by trained volunteers to compelte tax filing in this filing season. Please schedule an appointment with the Madison Senior Center office (203)245-5627.

Transportation Options

Madison residents, aged 60 or older, and disabled residents have transportation service options including the fixed route Madison Senior Bus, Dial-A-Ride, and Madison Community Services: Medical Transportation. Transportation arrangements for the fixed routes adn Dial-A-Ride are handled through the Madison Senior Center (203)245-5687 & (203)245-5695 or email Gina Millan, Transportation Coordinator.

Dial-A-Ride is a public transportation service designed to meet the transportation needs of the elderly and disabled. Rides may be used in a 14 town Shoreline Region including medial appointments (1st priority), shopping, personal business and work. 48 hours minimum notice is required.

Senior Bus - fixed routes to the Senior Center, downtown, special events, hot lunch program & Thursday grocery shopping are provided regularly. Pick-up notice - 48 hours required.

Madison Community Services - medical appintment transportation (local and surrounding areas). 7 days notice required. (203)245-3031.

The Shoreline Shuttle Estuary Transit District Route includes pick up at the Senior Center at 10:20 A.M. and return at 2:30 P.M. Monday - Friday. Call (860)510-0429 to make pick-up arrangements. Pre-registration is required.
