Tax Deferment Program 2020

The Tax Deferment Program Resolution, approved by the Board of Selectman on April 13, 2020, allows all eligible taxpayers (certain requirements for Landlords) an extended grace period of three months, from the original due date of July 1, 2020.  This program applies to the tax on real estate, personal property and motor vehicles. The last day to pay without penalty is October 1, 2020 (US Postmark). Payment made after October 1, 2020 will be subject to interest of 1 ½% per month from the original due date.  Minimum interest charge is $2.00.

Landlord Eligibility Requirements

In accordance with Executive Order 7S & 7W and Executive Order 7X- 1b & 1c, to be eligible Landlords must provide documentation; the property being taxed has or will suffer a significant income decline or that commensurate forbearance was offered to their tenants.

Residential Landlords must confirm eligibility in writing. This can be done by sending an email to the Tax Collector or by mail. The deadline to apply is July 1, 2020. 

Commercial Landlords must submit the required M-COVID19 application form along with documentation. The deadline to submit an application is July 1, 2020.

Escrow agents are excluded from the Tax Deferment Program and are required under the Order to remit property taxes according to their regular timetable.

Taxpayers who are not eligible for the Tax Deferment Program have the statutory one month grace period. The first installment of tax is due July 1, 2020.  If payment is not paid or US Postmarked on or before August 3, 2020, the installment becomes delinquent and subject to interest of 1 ½% per month or fraction thereof from the due date. Minimum interest charge is $2.00. The above is subject to change to conform with the latest Public Acts, General Statutes and Local Ordinances.

What does the Tax Deferment Program apply to?
The Tax Deferment Program applies to real estate, personal property and motor vehicle taxes including C-PACE assessments.

Is the due date still July 1, 2020?
Yes. The tax is due July 1, 2020. The Tax Deferment Program allows the grace period to be extended to October 1, 2020 for eligible taxpayers.

When is the last day to pay taxes without penalty?
The last day to make payment without penalty for eligible taxpayers is October 1, 2020.

Per Executive Order 7S, for those who do not qualify the last day to make payment without penalty is August 3, 2020.

Does the Tax Deferment Program include the installment of tax due January 1, 2021?
No. The Tax Deferment Program only applies to the installment due July 1, 2020.

My mortgage company pays my real estate taxes. Are they included in this program?
Executive Order 7S excludes escrow agents from the extended grace period. Escrow agents are expected to make payment according to the regular timetable.

What happens if I paid off my mortgage?
If your taxes are no longer being escrowed it is your responsibility to notify the Tax Collectors Office. Non escrowed taxes are included in the Tax Deferment Program.

Are Leasing companies included in the Tax Deferment Program?
Leasing companies are the owner of their vehicles so they would be included in the Tax Deferment Program.

Do I have to be a resident of the town the property is located in?
No, however Landlords have certain eligibility requirements.

What happens if I pay my taxes after October 1, 2020?
Payments that are made after the grace period are subject to statutory interest, 1.5% per month from the due date.

Is there a deadline for Landlords to apply?
Per Executive Order 7S the deadline to apply for the Tax Deferment Program is July 1, 2020. Applications made after July 1, 2020 will not be eligible.

I am a Landlord. When can I submit my M-COVID19 application?
We are now accepting applications. 

M-COVID19 Application  Applications will not be accepted after July 1, 2020.
