Commission Member Biographies
RYAN A. DUQUES - Chairman
Ryan A. Duques, a fourth generation resident of Madison is a principal of WD Enterprises, Inc., an entrepreneurial company working on start-up enterprises in various industries. He is also a founder of TutaPoint.com, an online education company. Duques was co-founder and co-publisher of Shore Publishing, LLC, a newspaper publishing. He is the author of "37 Days to Launch", the true story about one of his startup companies. Duques serves as trustee for the E.C. Scranton Memorial Library in Madison; is vice president and treasurer for Vista Vocational, Inc.; and is a commissioner for the Town of Madison's Economic Development Commission. He is the past president of the Madison Chamber of Commerce. Duques is a graduate of the Isenberg School of Management at the University of Massachusetts Amherst, where he earned his B.A. in Operations Management.
ANNE FOLEY - Vice Chair
Anne Foley happily relocated her family to Madison from Westchester County, NY in 1993, lured by its setting on Long Island Sound, the excellent school system, and the pleasant quality of life. For seventeen years she has worked as a realtor, with a special interest in commercial real estate. She is presently associated with Page Taft Real Living in its Madison office. Anne is a landscape photographer, inspired by the beauty of the Connecticut Shoreline, and has shown her work in local galleries. She has served on the Board of Assessment Appeals, the Boards of the Deacon John Grave Foundation and The Madison Foundation, is a volunteer with Neighbor to Neighbor, and is a commissioner on the Madison Economic Development Commission. Anne is a graduate of the University of Maryland with a degree in Government and Politics.

JAMES BALL
James Ball has resided in Madison since 2003 serving as a member of Madison Democratic Town Committee for nearly six years and is a member of the Madison Democratic Town Committee. as well as a former Candidate for First Selectman. Currently he is a member of the Connecticut Democratic State Central Committee. Also served on the First Selectman's Task Forces on Education and Public Safety in 2004. Previously he resided in Northern Virginia and is a native of Erie County in Western New York growing up in Orchard Park near Buffalo. For 25 years he served as a Senior Executive with AARP and its commercial affiliate, Retired Persons Services, Inc.as Chief Administrative Officer and Vice President for Administration. Following his tenure with AARP he served on a number of Boards and Commissions in N. Virginia and Washington DC in the Health Care field. He was also active in Democratic Politics in Virginia serving on the 8th District Democratic. Comm, Arlington County Democratic Committee and the Virginia Democratic State Central Commission. Graduating from the Wharton School, University of Pennsylvania in 1961 receiving a BS in Economics majoring in International Politics he attended Graduate Schools at American University and George Mason University. As a Veteran he served in the U. S. Army as a First Lt. and served four years in the U. S. Army Reserve.
